Rules become useful when they are tied to a real property.
Property Explorer is the screening tool. This page explains the Ogden rule categories behind that screen and gives you the City contacts needed to verify the result.
A screening result is not a building approval. Parcel dimensions, setbacks, access, parking, utilities, subdivision requirements, overlays and unit entitlement can change what is actually possible.
Know what kind of zoning you are starting with.
R-1 districts
Ogden has several single-family residential districts, including R-1-5, R-1-6, R-1-8 and R-1-10. Property Explorer should identify the exact mapped district before any housing conclusion is made.
R-2 / R-2S
Two-family and small-lot residential districts are especially relevant to Small City screening. Verify current use, lot, dimensional, parking and access standards for the exact parcel.
R-2EC / R-3EC
East Central residential districts have their own adopted standards and context. Do not substitute the rules of a similarly named district.
R-3 / R-4 / R-5
Higher-intensity residential districts may support additional housing forms. Actual capacity depends on the adopted code, lot conditions and required approvals.
Manufactured housing / other residential
Ogden also has residential categories for manufactured housing and other specialized contexts. Verify the current GIS designation and adopted ordinance before relying on a concept.
Overlay / special conditions
Conditional overlays, historic review, airport considerations, nonconforming status and other site-specific conditions can alter what is possible.
Four checks before you rely on a concept.
1. Confirm zoning
Verify the parcel is inside Ogden City and confirm the current zoning district and any overlay.
2. Confirm site standards
Check lot dimensions, setbacks, height, access, parking, building form and subdivision requirements.
3. Confirm utilities
Water, sewer, stormwater and utility capacity can determine whether an otherwise promising concept is practical.
4. Confirm approval path
Ask whether the concept is permitted, needs site-plan review, subdivision action, a conditional use or another approval.

Keep proposed rules separate from adopted rules.
Ogden's proposed Unified Development Code has been recommended by the Planning Commission and is awaiting City Council review. Until City Council adopts a replacement code, SmallOgden.City should treat Zone Ogden material as proposed and use the currently adopted zoning rules for screening and verification.
Take the rule back to the property.
Use Property Explorer to screen the parcel, then verify the parts that matter with Ogden City.
